Missiles:
An unanswered challenge to multilateral arms control and disarmament
This seminar addressed
the issue of missiles in its broadest sense and explored how arms
control and disarmament responses could be devised to deal with
them. In particular, the speakers analysed the relevance of the
Missile Technology Control Regime, the "international code
of conduct" proposed by its members, and the "global control
system" suggested by Russia. The possibility of banning missiles,
certain categories of missiles or missile tests was discussed.
Although there was no consensus on the feasibility of such courses
of action, it was generally agreed that the category of missile
most amenable to a ban is the strategic-range ballistic missile
designed to deliver weapons of mass destruction.
